In 1994, Indore Unit of BMSS initiated to work for the women Beedi workers of the Bundelkhand region of MP, known for the acute poverty and the feudal society. The initial survey works were done in the districts of Chhatarpur, Sagar and Damoh. Subsequently from the year 1995, they facilitated issuing Identity Cards to the women Beedi workers of these three districts to link them with various government programmes and to bring these women under a social security net. Their national experiences had made them learn that this target group can only be better served, if they are united in the form of groups and hold a collective strength of their own. Because of their trade union background and their focus on community mobilization, they started motivating these women beedi workers to unite themselves in the form of groups. In 1995, eleven such groups were made with an average size of 40-50 members. All these groups opened their bank accounts and were also financially assisted by BMSS. But the members of these thrift and credit group were facing numerous problems with the banks because of the latter's thin presence in the villages, the beedi workers were from, besides non-availability of the required credit from the banks to these groups. To solve this problem Mrs. Rama Dwivedi, the Chief Functionary of BMSS, Chhatarpur under the guidance of BMSS, Indore decided to spin off a co-operative of these women and to offer them all kinds of financial services at their doorstep. All these led to the establishment of Bundelkhand Mahila Sakh Sahakarita Maryadit or BMSS, as it is popularly known in the summer of 1999. But in the same year, the act had been modified and new co-operative act was introduced (Mutually-aided Co-operative Societies Act, 1999), BMSS got re-registered under the new act in July 2002 and started operating as a Community-owned microFinance Institution.
