In 2015, the world will have a historic opportunity to commit to a new set of sustainable development goals (SDGs) – including the end of extreme poverty – along with a strategy to finance them. The Third International Conference on Financing for Development – to be held in Addis Ababa, Ethiopia, in July 2015 will be a key milestone next year for agreeing an ambitious financing framework. At the same time, we now have a window of opportunity to reform and modernize the definition of and rules for measuring official development assistance (ODA) in a process currently underway in the OECD Development Assistance Committee (DAC). Against this backdrop, and looking to the future of development finance, the report: provides the latest updates on aid spending globally and in sub-Saharan Africa, examines the composition and targeting of aid and rules for measuring ODA loans, profiles progress by the G7, the European Union and Australia, and assesses whether African countries are meeting their own budget promises and prioritizing spending on health, agriculture and education. Finally the report offers 11 specific recommendations to improve public finance for development beyond 2015. Next year poses a momentous opportunity. It’s crucial that we don’t let this slip by. By following the 11 calls to action set out in the 2014 DATA Report, governments around the globe can demonstrate their determination to provide the financial resources required to end extreme poverty and to create a fairer, more equal and more prosperous world.
