Mostly, based on the topics, actions, discussions, and general vibe, you can tell if they are focusing or distracted.  In many cases, when you bring this to the attention of the ones who are not focusing, they will not want to hear it, and instead, will try to make it appear as if you’re doing a bad thing by keeping an eye on them.  This is a long term unfortunate, because, failure will occur, unless change takes place.  Usually, betting on success isn’t crossing your fingers and hoping that some how it will grow.  The numbers generally show the direction.  If the head of the company is running around doing odd ball activities, chances are, they are not going to grow your company, unless they wakeup and realize. Because this compromises their position and job.  They would rather have a leader that is less demanding and easy going so this way, they are not challenged or held accountable for higher expectations of delivery.  The leader actually is fooled into this when they hire their friends.
