West Kowloon Management becomes a client to the area 24/7. Meaning they behave more or less like Clockenflap when the space is not rented out by institutions like them; making rules and regulations like if it is a private party. This is a big conflict of interests on the part of thr government. The sentence “we provide an alternative platform for buskers" in this context is actually invalid because under common law, busking is a legal event ensured by Basic Laws and busking is counted as a cultural event by a court ruling. They have no need to provide any platform. The space is automatically is a platform and every street is a plat form. In order for this sentence to be valid, busking legality have to be at least a questionable even. In reality it might be but in theory and the ruling of the busker in 09 (the juggler dude), under the common law, busking is perfectly legal. Therefor buskers only need to comply to laws and regulations dictated by civil laws for example noise control which is a certain Db over the backgorund noise not an improvise 85 Db absolute. Also it is illegal to use foul words, or if guys want to take off his shirt in public area, there is absolutely no law prohibiting that.
